The UP System Procurement Office (UPPO), in collaboration with the UP Diliman (UPD) College of Science (CS), is conducting its "UPSkill: The UPPO Certification Program Batch 2" from July 15 to 19, 2024 for administrative personnel tasked with procurement work in their respective units.
Participants are required to complete the 5-day program at the UPD Institute of Biology Auditorium to be eligible to take the examination and obtain their UPPO certification.
CS Dean Giovanni Tapang welcomed the participants by emphasizing the University's role in society. He said UP is mandated to "serve as a research university in various fields of expertise and specialization" under the UP Charter of 2008 or Republic Act 9500. He added that everyone must know how to do procurement.
Dr. William Padolina, former Secretary of the Department of Science and Technology (1994-1998) and National Academy of Science and Technology Academician, talked about the importance of procurement for: scientific and technological activities; research and experimental development; and the need for complying with the legal, financial and technical requirements for procurement of supplies, equipment, and services.
Padolina also discussed the need for establishing a "Grants Management Unit" that will manage grants and cooperative agreements, and assist in project design, monitoring, administration, coordination, and support, among other tasks. He said UP should lead and set an example for the rest of the country's state universities and colleges to follow.
Government procurement fundamentals, project procurement management plan, and how to achieve efficiency and effectiveness in procurement were among the topics discussed in the first day's program sessions.
UPPO Director Flor Ofilada served as program emcee and facilitator. Around 120 participants attended the first day of "UPSkill".
