David Crowell, 29, of the Bronx, New York City, New York, United States has been charged with resisting arrest, obstructing governmental administration, disorderly conduct and harassment. Represented by the New York County Defender Services, he is expected to appear in court on August 5, 2021.

On July 6, 2021, Crowell was aboard a subway train at the W. 116th Street and Lenox Avenue station in Manhattan, New York City. He was accused of opening an exit gate for a male acquaintance to enter the station without paying that day.

The acquaintance later paid his fare when New York City Police Department officers confronted him. The name of the acquaintance was not released.

A video of the incident shows Crowell cursing at the NYPD officers. He allegedly went into a fighting stance, refused to exit the train and comply with police so one of the officers fired a stun gun that hit his back.

"I'm going to rush you," Crowell allegedly told the NYPD officers. "F**k the police."

On July 15, 2021, Jamaal Bowman, 45, took to Twitter to share a video of the incident. Without mentioning Crowell's name, the New York congressman implied that the NYPD is focusing on the wrong things.

Born in Manhattan, Bowman earned his doctorate degree in education leadership from Manhattanville College in Purchase, New York. On January 3, 2021, he assumed office as a member of the U.S. House of Representatives from New York's 16th district.
