Typhoon Fabian decelerates, southwest monsoon affects Ph

Severe Tropical Storm "Fabian" (In-fa) is forecast to leave Philippine Area of Responsibility on Saturday morning july 24, 2021.

Fabian has kept its strength as it remains almost stationary, Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said it was last seen at 1,075 kilometers east northeast of extreme northern Luzon.

It maintained its 95 kilometers per hour peak winds, and gusts of up to 115 kph. 

PAGASA said there is still no storm signal raised in any part of the country, with the sixth storm to enter  Philippines this year remaining unlikely to bring heavy rainfall.

While such is the forecast, monsoon rains would still be experienced in the next 24 hours over Ilocos Region, Zambales, Bataan, Occidental Mindoro, and Palawan.

This is due to southwest monsoon enhanced by Fabian and the tropical storm outside the country at west northwest of extreme northern Luzon. 

"Residents and disaster managers in Batanes and Babuyan Islands are advised to continuously monitor the tropical cyclone bulletins," PAGASA said, "as any further southward shift in the orientation of the forecast may result in the hoisting of Signal No. 1 over these areas."

Still due to the influence of the southwest monsoon,  western seaboard of Palawan including Kalayaan Islands will experience moderate to rough seas in the next 24 hours.

The weather bureau advised small seacrafts to take precautionary measures when going out in the sea, and advised inexperienced mariners to avoid navigating under the conditions.

PAGASA said Fabian will begin to move generally west northwestward in the next 12 hours. 

This was a change from the earlier forecast of sometime between Tuesday or Wednesday which forecasters attributed to southward shift in the orientation of its track.

On Tuesday afternoon Favian was seen 900 km east northeast of extreme northern Luzon; Wednesday afternoon 770 km northeast of Itbayat, Batanes (Outside PAR); Thursday afternoon 590 km north northeast of Itbayat, Batanes (Outside PAR)

Typhoon Fabian slightly decelerated, while southwest monsoon (habagat) continued to bring rains over parts of the country, state weather bureau PAGASA said.

Fabian was last spotted 740 kilometers east northeast of Itbayat, Batanes, heading west southwest at only 10 km per hour.  

It had maximum sustained winds of 130 kph near the center and gusts of up to 160 kph.

PAGASA said the typhoon is not expected to bring heavy rainfall throughout the forecast period.

Hoisting  of Tropical Cyclone Wind Signal No. 1 over Batanes and Babuyan Group of Islands "remains possibility."

Fabian and Severe Tropical Storm Cempaka,a cyclone outside PAR continued to enhance the southwest monsoon.

Monsoon rains will be experienced over the following areas in the next 24 hours:

  • Ilocos region
  • Cordillera Administrative Region
  • Batanes
  • Babuyan Islands
  • Zambales
  • Bataan
  • Tarlac
  • Pampanga
  • Bulacan
  • Metro Manila
  • Cavite
  • Batangas
  • Occidental Mindoro
  • Northern portion of Palawan (including Calamian and Kalayaan Islands)

Due to southwest monsoon, Western Visayas and the rest of Luzon with have cloudy skies with scattered rainshowers and thunderstorms. Rest  of the country will have partly cloudy skies with rainshowers or thunderstorms.

Rough to very rough seas (2.5 to 4.5 meters) will be experienced over the seaboards of Batanes and Babuyan Islands, and the western seaboard of Palawan (including Kalayaan and Calamian Islands) and Occidental Mindoro (including Lubang Islands).

Moderate to rough seas (1.5 to 3 meters) will prevail over eastern and the rest of the northern and western seaboards of Luzon.
