ARTA move to scrap TPL

"I implore them to look into it and reconsider waiving the requirement provided vehicle owner can show proof of comprehensive insurance," Anti-Red Tape Authority (ARTA) director general Jeremiah Belgica is pushing for removal of third party liability (TPL) insurance as requirement for vehicle registration for those already covered by  comprehensive automotive insurance policy, to simplify the process and ease burden on the public.

ARTA made recommendation to Land Transportation Office, saying requirement is redundant and  additional expense to vehicle owners.

TPL is  form of insurance mandatory for all registered vehicles to protect vehicle owner against third party incidents and,or death for the use of the car.

Comprehensive  automotive insurance is not required by law, but provides greater coverage as it goes beyond providing protection against third party accidents.

Belgica said ARTA is working to eliminate overregulation and unnecessary requirements in government processes to reduce  burden on the public, simplify processes and promote good governance.

"This is all in line with our intensified campaign against fixers through entrapment operations," he said.

Belgica said  ARTA is working with  Department of Transportation (DOTr) to remind Private Emission Testing Centers and Motor Vehicle Emission Control Technicians as well as  Insurance Commission (IC) not to deal with fixers.

"They should be aware that collaborating with fixers for economic and,or other benefit or advantage is a violation of Section 21 under Republic Act 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018," he said.

The Ease of Doing Business Act aims to streamline processes and procedures in government services.

Belgica said DOTr has already responded to ARTA's request to issue an advisory to PETCs and MVECTs on the services they are allowed to provide.

He added  ARTA has also written to the IC and LTO regarding the matter.

ARTA continues to work with  Philppine National Police - Criminal Investigation and Detection Group and other agencies to remove fixers in the country.
