CALOOCAN (PIA) – The Department of Information and Communications Technology (DICT) will prioritize the issuance of digitized vaccine certificates to Overseas Filipino Workers (OFWs) and persons traveling outside the country.

"Sa ngayon, ang mga OFW at mga paalis ng bansa ang prayoridad sa pagkuha ng VaxCertPH at gusto namin munang tibayin ang sistema pati proseso with the local government units (LGUs)," DICT USec. Emmanuel Rey Caintic said in a press briefing Tuesday, September 7.

VaxCertPH, an online portal for issuing vaccination certificates, follows the World Health Organization's digital guidelines and generates authenticity codes that a centralized database can verify.

Caintic added that they are currently doing pilot implementation of VaxCertPH in Metro Manila.

"Ang nilalaman po ng inyong VaxCertPH ay ang vaccination status. Ito ay libre at maaaring ma-access sa VaxCertPH portal," Caintic stated.

Only fully vaccinated individuals can avail of the certificates.

"Maaari po kayong makapag-generate ng inyong VaxCertPH kung kayo po ay kumpleto na ng inyong mga bakuna at ang detalye ng inyong record ay tama ang pagka-submit ng inyong LGU sa aming Vaccine Information Management System (VIMS) Central database," Caintic said.

Under the Inter-Agency Task Force (IATF) Resolution No. 120, a person is considered fully vaccinated at least two weeks after their second dose in a two-dose series or two weeks after a single-dose vaccine.

The DICT emphasized that the vaccine certificate is not an immunization passport, proof of identification, or a replacement to the International Certificate of Vaccination (Yellow card) issued by the Bureau of Quarantine for other types of vaccines.

"Ang VaxCertPH po ay gagamitin kasabay ng yellow card na ini-issue ng Bureau of Quarantine (BOQ), na kinikilala po sa ibang bansa lalo na para sa mga sakit tulad ng yellow fever at iba pa," Caintic said.

He reminded those who have VaxCert that they still need to show their passport or proof of identification along with the BOQ-issued yellow card.

"Inaasahan po namin na sa mga susunod na mga araw o linggo ay bubuksan na po ito para sa lahat ng mga Pilipino sa bansa at maaari rin po itong gamitin sa iba pang mga bagay maliban sa international travel," Caintic added.
