Interviewed on Super Radyo dzBB, DILG Undersecretary Epimaco Densing III said this is based on the guidelines for areas under Alert Level 3, in this case the National Capital Region. "Generally, papayagan po yan so depende na po 'yan sa NCR mayors [it is allowed so it will depend on the NCR mayors]," he said. He added that he asked Metropolitan Manila Development Authority chairperson Benhur Abalos to have the NCR mayors discuss the matter as Alert Level 3 is already set to be imposed on Saturday. According to Densing, the NCR mayors are divided on allowing minors outside their residences under Alert Level 3.
