MANILA -- The Department of Budget and Management (DBM) officially launched the pilot implementation of the Action Document Releasing System (ADRS) on October 1, 2021, consistent with the provisions of DBM Circular Letter (CL) No. 2021-8 dated August 18, 2021 entitled "Online Release of Advice of Notice of Cash Allocation Issued (ANCAI)". 

The ADRS is a web-based application which facilitates the release of approved DBM action documents in digital format directly to the authorized users of recipient agencies. 

The fourteen (14) pilot Departments/Agencies who have completed their online training on the use of ADRS can now download their Special Allotment Release Orders (SAROs) and ANCAIs, and the corresponding schedules and attachments, through the system. The pilot Departments/Agencies for the ADRS are as follows:

●      DBM;

●      Commission on Audit;

●      Department of Environment and Natural Resources;

●      Department of Education;

●      Department of Finance;

●      Department of Health;

●      Department of Information and Communications Technology;

●      Department of the Interior and Local Government;

●      Department of National Defense;

●      Department of Public Works and Highways;

●      Department of Science and Technology;

●      Department of Social Welfare and Development;

●      National Commission for Culture and the Arts; and

●      Presidential Communications Operations Office

The transition to digital release of DBM action documents through the ADRS is expected to eliminate the unnecessary steps of printing, physical signing and forwarding of documents within the Department, and releasing of printed action documents to authorized Department/Agency liaison officers.

Moreover, this digital initiative is being undertaken by the DBM to ensure the safety of its employees and external clients, given the health risks brought by the COVID-19 pandemic.

The DBM aims to fully implement the adoption of ADRS by 1st Quarter of FY 2022, in line with the President's Directive during his FY 2020 State of the Nation Address to streamline government processes and undertake transactions online for ease of doing business.

Amidst the pandemic, the DBM remains committed to its mandate to promote the sound, efficient and effective management and utilization of government resources (i.e., technological, manpower, physical and financial) as instruments in the achievement of national socioeconomic and political development goals.
