The National Democratic Front-Eastern Visayas (NDF-EV) expressed disgust over Duterte's misuse of people's resources for election propaganda dubbed "Duterte Legacy: Barangayanihan Caravan" which kicked off in the region last September 30 at the University of Eastern Philippines (UEP) gymnasium in Northern Samar.

"This caravan is obviously an early election campaign tour. Using people's money, Duterte mobilizes the reactionary government bureaucracy to leg work in the provinces and drive electoral grassroots support amid his waning satisfaction rating and public discontent," NDF-EV said.

The said inter-agency caravan purports to "inform the public of government's programs, policies, and accomplishments and bring basic social services down to the grassroots." But the NDF-EV said this caravan is not a departure from the electoral practice of patronage politics in the country.

"Duterte employs old-style patronage politics and uses government instrumentalities to exploit the misery of the masses through a few dole-outs and wasteful propaganda stunts. This brazen politicization of aid and public resources should be condemned by and large."

The NDF-EV also said Duterte engages in mass deception by branding these so-called accomplishments as 'Duterte legacy'. "He unduly credits himself with every project realized through people's taxes similar to business-as-usual 'epal' politicians who stick their faces in tarpaulins for every completed road project."

"If anything, the Duterte legacy is the legacy of fascism and crisis upon crisis. He will go down in history as the unmatched tyrant with fat fascist credentials in ruling open terror and unbridled corruption against the exploited masses," NDF-EV ended.
