'smooth' May 9 polls, expected- Comelec

"We can see that election process is okay…smooth and no malfunctions were seen", Commission on Elections (Comelec) chair Saidamen Pangarungan hopes final testing and sealing of vote counting machines (VCM) boost voter confidence in May 9 elections.
After observing the final testing and sealing at a precinct in San Juan City, Pangarungan said voting process was "smooth."
"Very, very satisfied… I will consider it flawless," he stressed.
Testing and sealing began when electoral board members acquired the VCMs and brought them into their respective polling precincts.
VCMs were unboxed, while 10 testing ballots were allotted per precinct. Ballots were then used by individuals who cast their votes for testing purposes.
When Pangarungan arrived at one of the precincts, the electoral boards walked him through the process from unboxing, voting, up to the generation of election returns.
The Comelec chair then read aloud one of the test election results, but declined to name names as real candidates were used in the test ballots.
VCMs will stay in voting precincts until election day; however, actual official ballots will only be distributed to the electoral board dawn of election day.
Comelec's final testing and sealing process is scheduled in all precincts nationwide open to public.
Commissioner Marlon Casquejo, the poll body's steering committee chair, scored importance of the said process, saying it will determine quality of VCMs and which of these are defective.
It also aims to test accuracy of machines and other election paraphernalia.
"Basically, Comelec is ready…we're just waiting for the day of the election," Casquejo said.
For San Juan City election officers, final testing and sealing was breeze, save for a battery leak encountered in Xavier School.
One machine was also said to have been "re-zeroed" twice.
"A machine should only be re-zeroed once… inadvertently re-zeroed twice after an accidental button push…. machine asked for one-time password and is now being sealed. ..so far, that was the only issue encountered," an election officer said on condition of anonymity.
The assigned DESO for Xavier School, said 17 vote counting machines tested yielded no discrepancy between ballots and receipts.
Aside from VCMs, officers also requested list of voters should be posted at the school entrance to help those coming in identify which precinct they should proceed to.
Waiting areas per precinct and crowd control personnel will also be deployed in Xavier on May 9 to ensure physical distancing will still be followed.
Comelec advises voters to prepare a list of candidates who they plan to vote for to facilitate their voting.
San Juan City is one of the areas in the National Capital Region with least number of registered voters at over 100,000.
Several cities were deep in preparation for Monday's national and local elections, as local governments set up schools and made sure systems assuring orderly conduct of voting were in place.
Voters of each barangay have their own sections in the building to minimize crowding and social mixing.
Directional arrows have also been pasted on the floors to guide voters.
Those who show COVID-19 symptoms will be guided to a tent assigned as an isolation polling place.
At Xavier School, the same virus protocols are in place.
Xavier School will cater to more than 12,000 registered voters in the city.
Prominent names in showbiz and politics are expected to cast their votes here on Monday.
San Juan has some 109,000 registered voters.
In Taguig, preparations were ongoing at Tenement Elementary School, which has most number of registered voters in the country.
There are more than 46,000 registered voters or more than 10% of Taguig's voting population.
Road have been shut in front of the school, as hundreds of people are expected to be in the area.
