Senator Sherwin Gatchalian on Monday cautioned against the possible "problems" in the utilization of public funds if the government declares a state of agricultural emergency.
The lawmaker raised his concern when asked to react on the call of some agricultural groups to declare such to prevent a food crisis in the country.
"Pag-aaralan nang mabuti ito dahil ang ibig sabihin ng state of agricultural emergency, sa aking pagkaalam, gagamitin ang pondo ng gobyerno at walang bidding. So ibig sabihin, diretsuhan nang bibili ang gobyerno papunta sa supplier," Gatchalian said in an interview on Unang Balita.
(Let us study this very carefully because as far as I know, if we declare a state of agricultural emergency, the government funds can be utilized without any bidding process. So that means, the government will procure directly with the suppliers.)
"Kapag tinanggal natin ang bidding at gagamitin natin ang pera ng gobyerno, nakita rin natin ang mga problemang lumalabas kapag walang check and balance," he explained.
(Like what we have seen in the past, problems may arise if we remove the bidding process and we will use government funds, especially if there is no check and balance in place.)
Officials of the Philippine Chamber of Agriculture and Food Inc., who recently had a meeting with President Ferdinand "Bongbong" Marcos Jr., said the chief executive is reportedly open to declaring either a state of emergency or calamity to address problems in food supply in the country.--AOL, GMA News
