Philhealth contributions ' oppressive' for OFWS —Ople

"Before I took my oath of office, I was already flagged that this is sensitive issue among OFWs," Migrant Workers Secretary Susan "Toots" Ople is revisiting the mandatory contribution of overseas Filipino workers on Philippine Health Insurance Corporation (Philhealth), saying the policy is "too oppressive."
"As I have said, it's too oppressive… I think it needs to be revisited because most OFWs already have their own insurance plans.," she stressed.
In 2019, former President Rodrigo Duterte signed into law Universal Healthcare (UHC) Act to guarantee all Filipinos will receive equal access to quality and affordable goods and services in healthcare.
OFWs are required to have Philhealth membership under measure, as they are classified as "direct contributors" of UHC Law. President Duterte ordered suspension of the policy in 2020.
In May, the state-run insurer announced it is set to begin implementation of mandatory coverage along with collection of higher premium contribution to all members after its scheduled annual increment was suspended in January 2021 amid COVID-19 pandemic.
For her part, Ople had already discussed OFW's plight with Senator JV Ejercito, author of UHC, and they both agreed law has to be amended.
"Who will be appointed as Philhealth head and Health secretary but Sen. JV and I already talked and we both agreed there has to be an amendment on the law, our hands are tied because this is included in UHC Act… mandatory fee was pegged on salary of OFWs and has compounded monthly interest as penalty" she said.
First-term Senator Robin Padilla has filed his first ten proposed pieces of legislation including one on access to medical marijuana and another on return of mandatory Reserve Officers' Training Course among students.

Senator Aquilino "Koko" Pimentel III has filed bill seeking suspension of Value Added Tax (VAT) and excise taxes on fuel if Dubai Crude Oil based on the Mean of Platts Singapore (MOPS) reaches $80 per barrel.
The bill, which tops Pimentel's priority bills in the 19th Congress, seeks to amend Sections 106, 107, and 148 of the National Internal Revenue Code (NIRC).
To recuperate revenue losses from supposed non-imposition of taxes on fuel products, Pimentel suggested government should "tighten" its belt in terms of annual budget and skip allocation of funds to programs and projects not considered as priority.
Apart from this, Pimentel filed bills and resolution like An Act Modernizing Philippine Orthopedic Center, Resolution calling for an Investigation on the Frequent Changes in the Philippine Bank Notes and Coins Initiated by Bangko Sentral ng Pilipinas, An Act Extending Validity of Authority to Solemnize Marriage Issued to Priests, Ministers, or Rabbis, An Act Amending Centenarians Act of 2016,An Act Providing Microfinancing Program for Micro Enterprises, An Act Abolishing Travel Tax on Filipinos and on Nationals of Association of Southeast Asian Nations (ASEAN) Member States Travelling to other ASEAN Member States, An Act Creating Position of Municipal General Services Officer in Municipal Governments, An Act Authorizing the President of the Philippines to Establish Archipelagic Sea Lanes in Philippine Archipelagic Waters, Prescribing Obligations of Foreign Ships and Aircraft Exercising Archipelagic Sea Lanes Passage Through Designated Archipelagic Sea Lanes, And For Other Purposes, An Act Mandating Age-Appropriate Computer Programming Subjects in Curriculum of the Enhanced Basic Education Program (K-12), Appropriating Funds Therefor, and For Other Purposes.
