Anti-Graft Court upholds graft conviction of ex-PNP chief Verzosa et al

"Considering that the amount involved in the procurement is P131,550,000.00, his function as HOPE necessitated exercise of extra diligence", Sandiganbayan's Third Division upheld its decision that convicted retired Philippine National Police (PNP) chief Jesus Verzosa and five others in connection with 2009 procurement of rubber boats and outboard motors.

In a resolution promulgated on July 19, 2022, the court denied "for lack of merit" motions for reconsideration of Verzosa, Benjamin Belarmino Jr., Villamor Bumanglag, and Romeo Hilomen as well as the motion for reconsideration of Jefferson Soriano and Luizo Ticman .Based on the court's decision, Belarmino, Bumanglag, Hilomen, Soriano, and Ticman were PNP officers "at the time material to this case".

The "separate procurement led to functional incompatibility of the PRBs and OBMs, as there was no prior determination whether PRBs and OBMs to be delivered by different and ineligible suppliers were compatible", the court had said in its decision.

PRBs stand for police rubber boats. OBMs stand for outboard motors.

The court said in its July 19, 2022 resolution that while Verzosa "was not expected to actually determine eligibility of suppliers nor personally test procured PRBs and OBMs, he, as" then head of the procuring entity (HOPE), had " responsibility and discretion of acting on recommendations of bids and awards committee as well as effecting payments on approved transactions".
