MANILA, Philippines — A measure that sought to make birth, death, and marriage certificates valid for life lapsed into law on Thursday.

Senator Ramon "Bong" Revilla Jr., who sponsored Republic Act No. 11909, announced that the measure had been signed into law on August 1.

"Malugod tayo na naipasa na ang 'Permanent Validity of the Certificates of Live Birth, Death, and Marriage Act' na pinagsikapan at pinagtulong-tulungan natin na madinig sa Senado."

(We are happy that the Permanent Validity of the Certificates of Live Birth, Death, and Marriage Act that we worked hard for and worked on together in the Senate has become law.)

"Ang panalo dito ay ang bawat Pilipino, na hindi kailangan gumastos pa nang paulit-ulit para sa mga certificates dahil ang mga hawak at nabayaran na nila ay di na mawawalan ng bisa," he added.

(The winner here is every Filipino who no longer has to shell out money repeatedly for certificates because theirs won't lose validity.)

The new law grants eternal validity to birth, death, and marriage certificates that have been signed, issued, certified, or validated by the Philippine Statistics Authority (PSA), the National Statistics Office, and local civil registries.

The certificates will also be acknowledged and accepted in government and private transactions or services "requiring the submission of the same as proof of identity and legal status of a person."

During a Senate hearing on this proposal, the PSA stated that the birth certificates it issues do not expire; however, some government agencies and private institutions still require this document to be received within the last six months since the security paper on which it is printed changes every six months.

The bill now proposes to prohibit and penalize this misconduct with imprisonment ranging from one month and a day to six months, or a fine of at least P5,000 to P10,000 or both. Public officials who transgress this will likewise be temporarily barred from holding office.

Meanwhile, former Senator Kiko Pangilinan, who principally authored and co-sponsored RA 11909, expressed his gratitude for its passage.

(We are happy that Republic Act 11909 or the "Permanent Validity of the Certificates of Live Birth, Death, and Marriage Act" is now a law. This is good news, especially for our fellows applying for jobs, schools, and passports requirements. Great for saving time and money and avoiding exhaustion.)
