Laban TNVS recalls how ARTA assisted them in obtaining Provisional Authority from the Land Transportation Franchising and Regularity Board (LTFRB). Three years have passed since TNVS petitioned the LTFRB with the help of ARTA Law. The LTFRB acknowledged the problems it caused Transport Network Vehicle Services (TNVS) by delaying the issuance of permits despite being urged to improve permit distribution.
The Lawyers of Commuters and Safety and Protection President, Atty. Ariel Inton, said that, "In accordance with their stance ARTA should be spared from politics and influence of big business. ARTA Law is the shelter of normal people who have been oppressed by excessive government red tape. Yes, the ombudsman can prosecute, but what people want is rapid action on their petitions and document issuance without the need to file charges. Anti Red-tape Act satisfies this standard."
We acknowledged the Ombudsman's role in boosting government services within the wide extent of their jurisdiction, but ARTA's primary objective is to enhance public service. In this regard, the Ombudsman should not see the Anti-Red Tape Act (ARTA) as an unconstitutional legislation owing to authority usurpations or encroachments, since both the Ombudsman and ARTA perform ancillary tasks and must thus act collectively.
More than 40,000 TNVS members protested against the "pahirap policy" by attending the transport holiday, three years ago. Once the Anti-red tape Act is repealed, we will reinstate this policy. We hope the government sees that abolishing the Anti-Red Tape Act will negatively affect the majority.
