MANILA, Philippines - After a unanimous vote during the Senate's 25th regular session on Sept. 27, Senate Bill 1310 or the Subscriber Identity Module (SIM) Card Registration Act had been ratified.
Amid the proliferation of scam messages that prey on unsuspecting phone users, Senator Grace Poe said: "We now have in our hands the means to unmask the criminals who have been hiding for so long under the protection of anonymity and to bring them to justice."
"This Act will not only help promote responsibility in the end users of SIMs for electronic devices, but also provide our law enforcers the necessary tools to resolve crimes involving telecommunication devices," Speaker Martin G. Romualdez, the main author of the House version of the SIM Registration Act, said.
Romualdez feels confident that the bill will be signed into law by the president this time around, after being vetoed by former President Rodrigo Duterte in April this year due to complications imposed by the provision that requires mandatory registration of users' social media accounts.
"This bill no longer contains the controversial provision that orders the mandatory registration of social media accounts," Romualdez pointed out.
Poe, head of the Committee on Public Services and principal sponsor of the bill, said she is hoping that President Ferdinand Marcos Jr. will sign the measure into law by October or November.
Among the key provisions of the bill include the establishment of a system of registration of SIMs for all users by the submission of pertinent data electronically through a platform or website to be provided by the Public Telecommunication Entities (PTEs).
The registration shall carry the full name, date of birth, gender, and address of the end-user appearing in a valid government-issued identification document with photo such as passport, national ID, GSIS e-Card, digitized SSS ID, driver's license, voter's ID and Senior Citizen's card among others.
The bill notes that the confidentiality clause in the SIM registration shall take effect at the point of activation.
To ensure users will register, SIMs to be sold shall be in a deactivated state and will only be activated after complete registration. Already active SIMs on the other hand, will have its services deactivated by the corresponding telcos should users fail to register within a certain period.
