In my two previous articles on this subject I have pointed out how the Philippines, despite having plenty of "first-world" buildings and infrastructure, has a mentality that sets it very far apart from the most advanced countries of Western Europe.
Lack of Discipline
In countries like Switzerland, Austria, Germany and the Scandinavian countries people abide by laws and regulations even if police is not around.
You hardly see people cutting in lanes, or littering.
In the Philippines traffic is a total mess and things like urinating right next to a sign that says "bawal umihi dito" (do not pee here) or disposing of trash right next to a sign telling "bawal magtapon ng basura" (do not litter) are commonplace, and only if police are around do people hold back from doing these things.
In the most advanced Western countries, and particularly the Germanic and the Scandinavian countries, people are moved by a higher sense of awareness that order and discipline create a wealthy society and so they don't need some authority to prevent them from driving in a disorderly way or littering.
In the Philippines the building of modern buildings and infrastructure is moving very fast but the level of consciousness and awareness of the population is still way way behind and there are very little signs that this will change any time soon.
