Or Mindoro dad signs armor rock ordinance

Extraction of armor rocks in Mindoro province is now allowed. Oriental Mindoro Gov. Humerlito Dolor signed Provincial Ordinance 145-2022 allowing armor rock extraction in the province despite strong opposition from environmentalists and elected officials and two pending House Bills seeking mining moratorium.
In a presentation before selected members of local media, Dolor signed the ordinance claiming that he signed local law to save lives and livelihood of the people of the province from possible erosion from slopes and mountains during rainy season.
This ordinance would give additional income to our farmers so that they can farm their rice fields that are currently surrounded by rocks. Lastly, I signed the ordinance so that our projects would not be impeded by rocks and I would like to tell everyone that the armor rock ordinance is not a mining ordinance but an ordinance that would save lives of people of Mindoro," Dolor said during presentation a video of which was posted on his social media page.
Koalisyon Sagip Mindoro (KSM or Coalition to Save Mindoro) said there is no need for armor rock ordinance because extended 25-year mining moratorium already had provision allowing extraction of non-metallic minerals like sang, gravel pebbles, boulders, and armor rocks provided that they are for local purposes only.
Carlo Alcoba, lead convenor of KSM said in an interview that ordinance simply allows mining and excavation of armor rocks, which should be prohibited.
Alcoba added that imminent threat to lives of people that the governor is invoking could already be addressed by local government units and their local disaster and risk reduction management offices mandated to provide relief to threatened residents.
Environmentalists also lamented undue haste in the passage of ordinance claiming that there were no consultations undertaken. They also claim that no scientific studies were presented during deliberation of the ordinance. The Alyansa Laban sa Mina (Alamin), an anti-mining group here, also said that their written request to be allowed to sit during the deliberations "fell on deaf ears."
KSM is planning an indignation rally yoday,Dec. 6, 2022, in time for the regular session of the Sangguniang Panlalawigan (SP or Provincial Board) that voted 9-5 in favor of the passage of the ordinance.
