"In recent years, coordination has been ongoing between representatives of the two parties for enhancement of their memorandum of agreement to include specific provisions that will allow enhanced integration of capabilities and sharing of critical data for one sky picture for better air defense posture," Philippine Air Force (PAF) spokesperson Colonel Ma. Consuelo Castillo said it can provide technical support to Civil Aviation Authority of the Philippines (CAAP) but only within its current capabilities and if requested following air traffic system glitch on New Year's Day. The PAF remarked after former National Security Adviser Clarita Carlos suggested military should be allowed to help CAAP in times of concerning situations. "As force provider, PAF can deliver support to other requesting agencies under direction of higher headquarters, and within our current capabilities. If PAF will be requested or called upon to provide personnel or technical support within what we are currently capable of, then by all means we will provide our services," PAF told media.
Castillo said written agreement with CAAP generally prescribes joint use of equipment and resources and mutual assistance in the performance of their missions."
The Air Force official said coordination is continuous for future integration. She stressed PAF's current radars and systems is not compatible with data used by CAAP for air traffic management.
"Thus, PAF could not provide back-up services in case the same incident happens,perhaps this incident is an impetus that will channel needed government support for expeditious acquisition of needed technologies for CAAP-PAF systems upgrade and integration that will help effectively address future events of the same nature," she said.
During Senate hearing on Ninoy Aquino International Airport fiasco, Carlos asked former Department of National Defense (DND) officer-in-charge Jose Faustino Jr. why military cannot help on issues concerning civil aviation.
The Senate public services committee launched an investigation into the fiasco that happened in the country's main gateway on January 1.
At least 282 flights were canceled, diverted, or delayed on New Year's Day as Civil Aviation Authority of the Philippines (CAAP) recorded a technical issue at the Philippine Air Traffic Management Center (ATMC) at 9:50 in the morning. Some 56,000 passengers were affected at the NAIA.
As these developed CAAP has installed CCTV units in its air traffic equipment rooms after Senate President Juan Miguel Zubiri called out amid technical glitch at Ninoy Aquino International Airport that shut down Philippine airspace on New Year's Day.
CAAP director general Manuel Antonio Tamayo had said during Senate hearing there was no CCTV coverage in the equipment rooms, but that there were cameras covering other areas of the facility.
Zubiri thanked CAAP officials for their immediate response, saying it was "better late than never."
"Salamat sa CAAP at inaksyonan nila ang utos natin sa Senadong lagyan agad ng CCTV cameras sa mga sensitibo and kritikal areas na nakalagay ang ating Communication Navigation Surveillance and Air Traffic Management equipment, sana nalagyan na yan dati pa ng CCTV para nalaman natin kung ano talaga nangyari noong January 1…pero 'Better late than Never," Zubiri said in a statement.
He said the director general has sent him photos that all five cameras were being installed at the equipment room where circuit breaker is located.
