Committee approval awaits divorce bill

"I am elated to report that Philippines is at threshold of joining community of nations upholding universality of divorce," consolidated substitute bill reinstating absolute divorce in the Philippines was approved by technical working group (TWG) led by Albay First District Rep. Edcel Lagman.
House Bills 78, 1021, 1593, 2593, 3843, 3885, 4957 and 4998, seek to reinstate divorce as mode of dissolving marriages and strengthening civil effects of Church annulment, were previously approved in principle by House Committee on Population and Family Relations, which is headed by Isabela Third District Rep. Ian Paul Dy.
Lagman said divorce should only be used in extreme instances for couples who have toxic and irrevocably damaged relationships.
Lagman's House Bill (HB) 78 is identical to comprehensive measure introduced in 17th Congress and passed on third and final reading.
Negros Occidental Fourth District Rep. Juliet Marie Ferrer, co-author of HB 78, urged immediate passage of bill, asserting couples should have "less expensive and less burdensome" option of divorce.
Amendments unanimously adopted and included in HB 78 Lagman prepared and served as basis for TWG deliberations includes increase length of spousal support; increase penalty of fine for colluding spouses; allow joint petitions where grounds for divorce are subject to summary proceedings; decrease cooling-off period from six months to sixty days; make right to file divorce petition prescribe ten years from occurrence of cause for divorce or from effectivity of Absolute Divorce Act; and appoint an administrator to manage conjugal property or absolute community of property during pendency of divorce proceedings.
Substitute bill from TWG now just has to receive final approval by mother committee, which is led by Dy, before it can be endorsed to plenary.
