Taguig City over legal victory vows to prioritize residents' welfare
By J.Lo
"City of Taguig warmly welcomes to its bosom residents of 10 concerned barangays… separation from Makati may be hurting, and we acknowledge your sentiments…we respect your emotional attachment to Makati, which took care of your welfare for long time, and we understand your fears that Taguig would be unable to give social benefits you have been enjoying," Taguig Public Information Office in said Taguig City government provided assurance to residents who have been directly affected by two-decade dispute against Makati City following Supreme Court's dismissal of Makati City's motion for second appeal in long-standing territorial dispute case against Taguig City.
Legal clash between two cities centers around ownership rights to Fort Andres Bonifacio, encompasses highly sought-after Bonifacio Global City (BGC) and several enlisted men's barangays.
City government acknowledged emotional attachment residents have to Makati City, which has served as their home for many years.
Recognizing concerns of residents, local government assured it will uphold same commitment and care in governing their communities.
"We assure you that Taguig is prepared to take on responsibility of governing your communities with same commitment and solicitude it has done with its 28 barangays…while there will be challenges, you can expect responsive public service emanating from our vision to bring about transformative, lively, and caring city, we are not focused merely on social benefits…our vision includes making our citizens active participants in our City's progress, by creating opportunities for businesses to grow and for jobs to flourish," Taguig PIO said.
Local government asked Makati City for coordinated and orderly transition, citing importance of cooperation for mutual benefit of both cities.
SC has rejected Makati city government's move to be allowed to file second motion for reconsideration on tribunal's ruling on its territorial dispute with Taguig.
In a statement, SC Public Information Office said tribunal's Special Third Division issued resolution on June 26 denying Makati City's second Omnibus Motion, which sought Court's leave to file and admit its second Motion for Reconsideration.
"Second motion for reconsideration is generally prohibited under Rules of Court," statement read.
SC Division "noted without action" Makati City's second motion for reconsideration that challenged Court's ruling dated Dec. 1, 2021 where tribunal found that Fort Bonifacio Military Reservation, site of lifestyle hub and financial center Bonifacio Global City is within Taguig City.
Taguig city government last April welcomes decision of SC ruling with finality on territory dispute. High court affirmed Pasig Regional Trial Court's ruling siding with Taguig and denied Makati's petition for review on certiorari.
Decision became final and executory after high court's special third division denied Makati's appeal in resolution dated Sept. 28, 2022. Decision that put Fort Bonifacio Military Reservation under Taguig's jurisdiction also affected some of Makati's barangays, known as "embos" or "enlisted men's barrios."
Meanwhile, SC also "noted without action" Taguig City's Manifestation with Motion that sought issuance of show cause order against Makati City and its Mayor Abby Binay on why they should not be sanctioned on certain claims made in relation to the case.
City of Taguig last June 13 asked SC to order Binay to explain her "troubling claims" on territorial dispute between two cities.
This was after Binay was reported to have said that Makati's legal team had received an SC notice from setting for hearing their omnibus motion on ruling involving Fort Bonifacio Military Reservation areas.
