Gadon missing in FMJ anti-poverty mtg

"Let's find problematic areas and then engage all other departments so other departments can come in," President Ferdinand Marcos Jr. said, adding government should prioritize areas without safe water, electricity and are inaccessible.
FMJ instructed National Anti-Poverty Commission (NAPC) to prioritize "problematic areas," as it convened as whole for first time at MalacaƱang.
Sources said FMJ's newly appointed adviser on poverty alleviation Larry Gadon was not at the meeting, which also coincided with Chief Executive's first year in office.
NAPC celebrated its 25th foundation anniversary.
Among those who attended meeting were NAPC lead convenor Lope Santos III, Social Welfare Secretary Rex Gatchalian, Interior Secretary Benhur Abalos, Socioeconomic Planning Secretary Arsenio Balisacan, Technical Education and Skills Development Authority Secretary Suharto Mangudadatu and Presidential Adviser on Peace, Reconciliation and Unity Carlito Galvez.
Supreme Court announced its disbarment of Gadon for his "misogynistic, sexist and abusive remarks" against female journalist. His disbarment came just two days after MalacaƱang announced his appointment.
In statement, Executive Secretary Lucas Bersamin said FMJ felt Gadon's work as presidential adviser would not get affected by SC ruling.
"He will continue on his new role as presidential adviser on poverty alleviation as there are urgent matters need to be done in President's anti-poverty programs…FMJ believes he will do good job," Bersamin, former chief justice, said.
FMJ underscored importance of synchronizing government's anti-poverty programs with local government units (LGUs).
"I think it all comes down to same thing... we are many, like NAPC, is dedicated organization agency to look at incidents of poverty and what are things that can be done," FMJ said during meeting.
FMJ also said each government entity should know its functions and responsibilities to maximize resources poured into helping indigent communities.
"Now, we have to differentiate… job of NAPC, function of the rest of government then we can determine will NAPC be one to step up?" he said.
FMJ said Department of Social Welfare and Development is one deploying relief assistance during crisis situations.
Department of Trade and Industry and Department of Labor and Employment, on the other hand, have different mandates in addressing poverty, he said.
"Let's engage other agencies…let's not say we should give budget to NAPC and they'll be one to implement anti-poverty programs...that's not their job," he said.
FMJ also called on NAPC to continue engage depressed communities to determine what is really needed in those areas.
NAPC lead Santos told FMJ adoption and formulation of National Poverty Reduction Plan in accordance with Magna Carta of Poor would be ready by October 2023.
"And we also plan to roll this out, adoption and formulation of Local Poverty Reduction Action Plan starting 2024 to be mainstreamed in all provincial development and fiscal framework plans and comprehensive development plans of our local government units, including in respective annual investment plans," he said.
Santos also said they have come up with National Anti-Poverty Action Agenda, which would be called N3A.
"Since February 2023, we conducted series of consultations and workshops for formulation of this plan involving all NGAs,national government agencies, leagues of LGUs and basic sector… NAPC secretariat is currently integrating all inputs and draft shall be presented for approval in next en banc," he said.
