LTO chief to fix license plate backlog

"License plate backlog and issue of funding are an unending cycle of problems in LTO)…we will do thorough review and then put accountability…who is at fault here,somebody should be made accountable… I am here to fix problem in one year, better," Land Transportation Office chief Vigor Mendoza II in interview vowed accountability among LTO officials and employees amid backlog in license plates.
Mendoza hasl formally assumed LTO.
"We want an explanation…we will identify problem and people involved so that we can prevent this from happening again," he said.
Commission on Audit (COA) had reported at least 1.7 million license plates remain undelivered.
"We have backlog of 1.8 million motor vehicle license plates…if data is correct, backlog should be addressed already…if there is shortage, it should be minimal as far as motor vehicle license plates are concerned," Mendoza said.
He would determine exact figures as he assumes his post.
"We really need to look into why this happened… I want to know exact number how many is backlog and how many are undelivered," he said.
Mendoza will tap private stakeholders as "mystery customers" to determine quality of services provided in different LTO offices.
"These mystery customers will go to LTO district and extension offices so that they will know time being consumed in getting licenses... we want to reduce timeline," Mendoza said.
He is also eyeing adoption of system similar to obtaining passport.
"I am considering adopting process of getting passport so that we can prevent long lines…we can schedule application to minimize waiting time. .. something we would like to review, when it comes to driver's license application, we want to address backlog immediately as Department of Transportation has finished bidding… we want to reduce it until we are able to wipe out backlog," he noted.
Mendoza has good working relationship with Transportation Secretary Jaime Bautista.
Mendoza's predecessor, Jay Art Tugade, had cited differences with Bautista when he resigned as LTO chief.
As these developed, first day of transport strike organized by Manibela coincided with second State of the Nation Address (SONA) of President Ferdinand Marcos Jr., did not paralyze public transportation in Metro Manila, according to the Philippine National Police (PNP).
Col. Jean Fajardo, spokesperson for PNP, said there were no stranded commuters due to transport strike.
"We did not monitor stranded passengers," Fajardo said in Viber message.
Manibela president Mar Valbuena, however, declared first day of three-day strike as successful.
Valbuena said aside from Metro Manila, transport strikes were also staged in Bulacan, Pampanga, Pangasinan, Rizal and Tarlac.
"We have strike centers in Manila, particularly in Onyx, as well as in Pasay, Parañaque and in Muñoz, Quezon City," Valbuena said.
He has said at least 40,000 jeepney drivers would participate in strike.
However, other transport groups opted not to join Manibela's effort to paralyze public transportation in Metro Manila and other provinces.
Police deployed mobility vehicles to assist commuters.
PNP chief Gen. Benjamin Acorda Jr. earlier urged Manibela not to push through with transport strike.
According to Valbuena, Malacañang's suspension of classes and work in government offices in Metro Manila is an admission mobilization could paralyze public transportation.
"When I read memorandum circular from Malacañang, it's obvious suspension was due to transport strike as effect of typhoon has yet to be felt," he said.
Valbuena said Palace directive showed problem of jeepney drivers had reached President Ferdinand Marcos Jr..
"Commonwealth Avenue can be compared to ghost town," Valbuena said.
He also decried alleged police harassment suffered by those who participated in transport strike.
"Police removed our flags in strike centers and forced our members to leave. Jeepney drivers in Novaliches who joined strike were also harassed," Valbuena said.
Members of Manibela held caravan from University of the Philippines in Diliman to Tandang Sora in Quezon City.
Valbuena accused police of trying to make it appear there was commotion between police and protesters.
"They did that for photo ops to justify that there was untoward incident during strike," he said.
Armed Forces of the Philippines (AFP) has deployed at least 17 military trucks, buses and coasters to provide free rides to commuters affected by transport strike.
AFP spokesman Col. Medel Aguilar said "libreng sakay" was initiated as support to Department of Transportation and Metropolitan Manila Development Authority.
