"According to report from our PDRRMO, at least 700 cubic meters per second of water were released… I was furious," Bulacan Gov. Daniel Fernando said, referring to provincial disaster risk reduction and management office provincial government of Bulacan is considering declarationof state of calamity due to floods affected 12 towns and two cities.
Bataan Gov. Joet Garcia announced on Saturday province is under state of calamity due to recent typhoon and bad weather caused by southwest moonsoon and Tropical Storm Falcon.

Garcia said bad weather destroyed up to P22.38 million worth of agricultural crops.
Up to 639 families are staying in different evacuation centers, he said.
As this developed, towns of Macabebe, Masantol, San Simon and Sto. Tomas in Pampanga have been placed under state of calamity due to massive floods.
Sto. Tomas was latest to be placed under state of calamity following special session by municipal board.
Several major roads in the province such as portions of Apalit-Macabebe-Masantol Road, Bahay Pare-San Luis-Sto. Domingo Road and Candaba-San Miguel Road were impassable to all types of vehicles.
Fernando might declare state of calamity, although he would finalize it once he arrives from South Korea.
"I am scheduled to go home from my mission in South Korea...we are preparing data for declaration," Fernando said.
Earlier, Ilocos Norte was first province in Northern Luzon to declare state of calamity followed by Cagayan, Ilocos Sur, Abra and several towns and cities in Pangasinan.
Provincial government of Bulacan blamed release of water from Bustos Dam for massive flooding.
Fernando has called attention of National Irrigation Administration (NIA), handles operation of Bustos Dam.
Based on video footage provided to him by PDRRMO, he said volume of water released from dam was way more than what NIA claimed.
"I saw video… flow of water at releasing gate was big, I have been questioning stability of gates…only five of six gates are functioning and these five are unstable" he said, adding at least five gates of dam are currently releasing water.
.Fernando said flooding was exacerbated by high tide and monsoon rain.
"Rains are expected to persist as Typhoon Falcon will enhance monsoon," he said.
Calumpit District Hospital in Calumpit, Bulacan stopped accepting patients due to flood.
In an advisory sent to provincial government, hospital administrators said patients who have appointments were advised to reset their schedules.
Patients currently admitted in hospital were transferred to Bulacan Medical Center in Malolos City for continuous treatment.
Emergency cases were given first-aid before being transferred to other hospitals, the advisory read.
Department of Trade and Industry (DTI) is implementing price control on prime commodities in all areas hit by calamities.
DTI Secretary Alfredo Pascual told journalists in Laoag City, Ilocos Norte that traders should follow price freeze order, otherwise they would face consequences.
Republic Act 7581 or Price Act provides prices of basic commodities should automatically be frozen in areas placed under state of calamity.
DTI personnel will be deployed in typhoon-hit areas to monitor and ensure price freeze is properly implemented.
Up to 134 barangays in 12 towns and two cities in Bulacan remained flooded due to heavy rains.
In Pampanga, 124 barangays were also submerged in floodwaters.
Twenty-six barangays in Calumpit, 29 in Malolos, 13 in Meycauayan City and five each in Bocaue, Obando and San Rafael were among areas hit by flooding, Manuel Lukban Jr., officer in charge of Bulacan Provincial Disaster Risk Reduction Management Office (PDRRMO), said.
Lukban said four barangays in Balagtas, eight in Guiguinto, 16 in Paombong, 12 in Pandi, one in Plaridel, two in Bustos, four in Obando and four each in Angat and Marilao also reported flooding.
Floodwater rose by up to five feet in Barangay Sapang Bayan in Calumpit.
Lukban said 3,727 families or 14,407 people sought shelter in 164 evacuation centers across province.
Pampanga PDRRMO said affected municipalities are Macabebe, where 17 barangays were inundated; Masantol, 24; Minalin, eight; San Simon, six; Sto. Tomas, three, and Apalit, seven.
San Simon reported six barangays affected by flooding; Mexico, one; Candaba, 11; San Luis, two; Sasmuan, 12; Guagua, eight, and Lubao, 17.
In San Fernando City, eight barangays were hit by floods.
Meanwhile, water level of Angat Dam continued to rise as Ipo and Bustos Dams released water
Bulacan PDRRMO said dam's water level rose to 191.70 meters or 3.50 meters compared to previous day.
Water elevation is 11.70 meters higher than its minimum operating level of 180 meters.
Josephine Salazar, National Irrigation Administration-Central Luzon director, said Ipo Dam released 60.80 cubic meter per second (cms) of water on its downstream river flowing out toward Bustos Dam.
Three sluice gates remained raised by meter. Dam's rubber gate 3 released 288 cms of water on its downstream river system.
As this developed, clearing operations were ongoing in 27 road sections in Luzon that were closed due to Super Typhoon Egay, according to Department of Public Works and Highways (DPWH).
Secretary Manuel Bonoan instructed Quick Response Team of DPWH offices in typhoon-affected areas to ensure immediate restoration of connectivity so that goods and government aid will reach people.
Report submitted to Bonoan showed 17 of these roads are in Cordilleras, eight in Ilocos and one each in Cagayan Valley and Mimaropa.
Soil erosion, soil collapse, damaged slope protection, road slip, landslides, felled trees and rockfalls and flooding are among reasons for road closures.
In Pampanga, major roads remained impassable to light vehicles due to flooding.
These are Ipil-Ipil-Cambasi-Sta. Cruz Road in Masantol, Sumpung bridge in Sto. Tomas and CDCP Barangay Sta. Monica and La Trevi Road in San Simon.
