DOF officials on ODA project delays

Department of Finance (DOF) officials were grilled by Senators regarding delayed implementation of official development assistance (ODA) projects such as modernization of Bureau of Customs and individual land titling of Department of Agarian Reform (DAR).
During hearing of joint oversight committee, Sen. Sherwin Gatchalian noted low-availment rate of 63 percent in ODA funds, means not all loans were disbursed despite their availability.
National Economic and Development Authority (NEDA) Assistant Secretary Jonathan Uy said pandemic restrictions hampered disbursement of ODA funds.
Department of Transportation has largest backlog in loan availments amounting to about $2 billion, which is 53 percent of total backlog of $3.97 billion for the year, Uy said.
Among ODA projects "behind schedule" are Philippine Customs Modernization, DAR's support to parcelization of lands for individual titling or SPLIT, North-South Commuter Railway, EDSA Greenways, Cebu Bus Rapid Transit, New Cebu International Container Port, Forestland Management and Maritime Safety Enhancement projects.
Senate minority leader Aquilino Pimentel III scored delays in customs modernization program for upgrade of operations in bureau that would have helped in implementation of Regional Comprehensive Economic Partnership agreement, world's largest trade deal, which Philippines recently entered into.
