Criminal charges vs abusive ex-cop

"I really feel criminal charges should be filed immediately against Gonzales", Local Government Secretary Benhur Abalos said criminal charges should immediately be filed against former policeman who assaulted and drew pistol on cyclist.
In an interview with media, Abalos said National Police Commission (Napolcom), he chairs, is "monitoring what is happening closely" following allegation by lawyer Raymond Fortun that Philippine National Police (PNP) is coddling retired policeman Wilfredo Gonzales, who was seen in viral video striking cyclist on head and drawing gun on cyclist during a road altercation near Welcome Rotonda on Aug. 8,2023.
He is not satisfied with PNP Firearms and Explosives Office's revocation of Gonzales' license to own and possess firearms, firearm registration and permit to carry outside residence.
Abalos said Napolcom is also monitoring police personnel responsible for filing criminal cases against Gonzales.
In separate interview, Fortun , cyclist himself accused PNP of protecting Gonzales.
He said as of Sunday night, "because of threat from PNP, including from Quezon City Police District director Gen. Nicolas Torre III, family decided not to file criminal case."
Fortun added Torre allegedly asked cyclist not to pursue charges against Gonzales.
"I have text of General Torre telling cyclist not to interfere," he said.
According to Fortun, aside from Torre, police major also called cyclist on Gonzales' behalf.
Fortun added that supposed amicable settlement between Gonzales and cyclist is null and void.
"If you are forced to sign an agreement under duress, it is null and void as you have no complete freedom while signing document," he said.
Fortun alleged that right after incident on Aug. 8, Gonzales brought cyclist to La Loma police station, where former policeman was previously assigned, and forced cyclist to pay P500 for damage to his car.
"Since cyclist had only P800, he even pleaded to allow him to pay P500 since he was shaking from hunger," he said.
According to Fortun, police reportedly forced vlogger who uploaded video on social media to take it down after it went viral.
"Real witness here is person who shot video. .. problem is he was also threatened by police… I also have text that police threatened vlogger, saying 'I know color of your vehicle and I know, it was you who posted video,' " he said.
Fortun will submit copy of video to Senate and House of Representatives for possible investigation.
Meanwhile, Sen. Joseph Victor Ejercito, another cyclist, said Land Transportation Office should revoke Gonzales' driver's license.
"The ex-cop should still be charged with grave threats, but unfortunately cyclist seems to have been intimidated," Ejercito said.
