The typhoon was categorized as a super typhoon and was likely to remain so until Friday. The enhanced southwest monsoon was also expected to bring heavy rains and thunderstorms to the western section of Luzon, which could cause flooding and landslides in some areas.

Weather Conditions

On September 1, 2023, several local government units and schools in the Philippines suspended classes and government work due to bad weather caused by Typhoon Goring (Saola) and the enhanced southwest monsoon. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued a flood warning, and tropical cyclone wind signals were raised in different parts of the country.

According to PAGASA, the enhanced southwest monsoon brought significant rain and gusty conditions to some areas on Thursday, August 31, and Friday, September 1. As of August 29, 2023, PAGASA also warned that Signal No. 4 may be raised in extreme northern Luzon due to Typhoon Goring.

Typhoon Goring, also known as Saola, is a super typhoon with maximum sustained winds of 195 km/h near the center. As of August 30, 2023, the center of the eye of Typhoon Goring was estimated to be 165 km West Southwest of Basco, Batanes, with gustiness of up to 240 km/h.

The severe tropical storm Hanna, which is expected to continue enhancing the southwest monsoon rains being experienced in different parts of the country, also caused class suspensions on September 1, 2023. Despite being far from the Philippine landmass, severe tropical storm Hanna is expected to bring localized thunderstorms and partly cloudy skies in some areas.
