Hanna to exit PAR; monsoon rain continues

Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said heavy rains still forecast to continue in  next few days due to  southwest monsoon, even as Typhoon Hanna (international name Haikui) could exit  Philippine area of responsibility (PAR) by tomorrow. Typhoon Hanna was monitored at 375 kms east northeast of Itbayat, Batanes and was moving northwestward at 20 kilometers per hour, carrying maximum sustained winds of 140 kph near  center and gustiness of up to 170 kph.

Hanna will make landfall over  east coast of southern Taiwan today and may exit PAR tomorrow morning.

Tropical Cyclone Wind Signal No. 1 was raised over Batanes while enhanced monsoon rains were experienced over Ilocos Region, Zambales, Bataan and Occidental Mindoro.

PAGASA said  100-200 mm of rainfall is forecast over Ilocos Region, Zambales, Bataan and Occidental Mindoro today.

Meanwhile, around 50-100 mm of rain is expected today over Metro Manila, Abra, Benguet, Tarlac, Nueva Ecija, Pampanga, Bulacan, Rizal, Cavite and Batangas.

Southwest  monsoon may bring scattered rainshowers over Antique,  rest of Cagayan Valley, Cordillera Administrative Region (CAR), Central Luzon, CALABARZON and MIMAROPA.

Rest  of the country may see isolated rainshowers due to  monsoon and localized thunderstorms until tomorrow.

In its latest situational report,  National Risk Reduction Management Council (NDRRMC) said  408,053 persons or 112,384 families in eight regions, 28 provinces, 180 cities and municipalities and 1,445 barangays were affected by  weather disturbances brought about by typhoons Goring and Hanna and enhanced southwest monsoon.

Two casualties were reported by  NDRRMC, with one confirmed while  other is still subject for validation.

Report  also said  3,559 persons from  Ilocos Region, CALABARZON, MIMAROPA and Western Visayas were preemptively evacuated.

NDRRMC said  22,000 individuals or more than 5,000 families are staying temporarily in 277 evacuation centers in  CAR, Ilocos Region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA and Western Visayas. 

Three dams opened their gates  following days of heavy monsoon rains enhanced by Typhoon Hanna and two other tropical cyclones outside  Philippine area of responsibility, according to data from PAGASA.

Both Binga Dam and Ambuklao Dam in Benguet as well as Ipo Dam in Bulacan have opened their floodgates to release water as  reservoir water level have approached their respective normal high water levels (NHWL) or spilling levels.

Binga Dam was  few meters away from its NHWL of 575 meters and had six gates open at three meters.

In Ambuklao Dam, four gates were opened at two meters as its reservoir water level reached 751.94 meters, nearing its high water level of 752 meters.

Ipo Dam, on the other hand, further opened one of its gates to 0.30 meters from 0.15 meters as its water level reached 100.95 meters, just shy of its high water level of 101 meters.

Meanwhile, Bustos Dam in Bulacan had three sluice gates raised, discharging total of 132 CMS of water on its downstream river system for  third day,  Provincial Disaster Risk Reduction Management Office (PDRRMO) of Bulacan said.

As for Angat Dam, monsoon rains raised  water elevation to over  200-meter level, only 10 meters away from its high water level of 210 meters.

Records from  Bulacan PDRRMO showed  water elevation of Angat Dam was at 200.59 meters compared to  previous day's level of 199.23 meters.

Angat dam is  main source of potable water for Metro Manila residents, while Ipo dam diverts water from Angat and Ipo Rivers into  La Mesa reservoir and Balara filtration plant.

Bustos Dam, on the other hand, supplies irrigation water to some 25,000 hectares of irrigated ricelands in Bulacan and parts of Pampanga.
