UP leads formation of systematic marine research fleet

"It used to be just  dream, but now, it's actually coming into reality," Deo Florence Onda of University of the Philippines-Marine Science Institute (UP-MSI)  in  recorded video presentation at  hybrid forum on "Implementing  Comprehensive Philippine Maritime Framework to Advance Rule of Law" organized by think tank Stratbase-Albert del Rosario Institute at  Manila Golf Club in Makati City said UP-MSI is spearheading  formation of  National Academic Research Fleet (NARFleet) that will allow  country to pursue systematic conduct of marine research in all its seas.

Onda has finished the procurement of initial four vessels that will compose  proposed NARFleet.

 "It took while to actually finish procurement, but we're happy to report that four of these vessels have now been procured…we're just waiting for  transfer of ownership as well as  bit of refurbishing and retrofitting of  vessels to become research vessels," he stressed.

Idea  of  NARFleet is for one vessel to be dedicated each to  West Philippine Sea, northeastern Philippines and Luzon Strait, Sulu Sea and Bohol Sea, Visayas Sea and  eastern or  Pacific seaboard, according to Onda.

"Vessels are also well-equipped… fleet will be governed by  board , NARFleet Board, of national advisory board composed of the institutions that partnered with  UP-MSI to co-manage  vessels," he said.

One of the vessels will be assigned to  Mindanao State University-Iligan Institute of Technology in Iligan City while another will be assigned or co-managed by UP Visayas and still another will be co-managed by Bicol University, according to Onda.

"So this will allow us to actually conduct parallel or joint expeditions in various parts of the country,  national fleet board will be assisted by  coordination and management office (CMO), will also serve as its secretariat and coordination team…in each of  higher education institutions or state universities and colleges where these vessels are actually assigned, there will also be local CMOs that will take care of operations and scheduling of activities in their localities… to make it really long-term to institutionalize  NARFleet, " he concluded.

2016 Arbitral Award affirmed Panatag Shoal as  traditional fishing ground of Filipino fisherfolk.

Philippine Coast Guard (PCG) removed  floating barrier  Chinese maritime authorities installed to block access to Panatag Shoal.

PCG spokesman Commodore Jay Tarriela said National Task Force on West Philippine Sea ordered  PCG "to execute  special operation to remove  floating barrier  obstructed  southeast entrance of Bajo de Masinloc."

Tarriela said President Ferdinand Marcos Jr. directed task force chairman National Security Adviser Eduardo Año to relay  order to  PCG.

Bajo de Masinloc,  124 nautical miles from Zambales and nearly 500 nautical miles from  nearest coast of China, is part of Masinloc municipality in Zambales. Panatag Shoal used to be  target range of  US and Philippine naval forces.

The Chinese have not left the shoal since April 2012 after a standoff with the Philippine Navy which arrested Chinese poachers and confiscated their illegal cargo of baby sharks, endangered corals and giant clams.

Chinese militia vessels prevented  Philippine Navy from arresting  poachers and allowed them to leave with their illegal catch.

Japan, meanwhile, strongly condemned China's installation of floating barrier in Panatag Shoal.

"As for  installation of floating fences in  waters around Scarborough Shoal, Japan strongly opposes any actions  increase tensions in South China Sea," Japanese Ambassador Kazuhiko Koshikawa said in  post on social media platform X.

In  statement provided by  Japanese embassy in Manila, Japan's Chief Cabinet Secretary Hirokazu Matsuno also voiced opposition to China's action.

"Issues surrounding  South China Sea are directly connected to regional peace and stability, and are legitimate concern of  international community, including Japan," he said.

Germany, for its part, called  installation of floating barrier "dangerous."

In  post on X, Petra Sigmund, director general for Asia and  Pacific of  German Federal Foreign Office, said, "All maritime claims and activities in #SouthChinaSea must be based on #UNCLOS and in line w. Arbitral Award of 2016, legally binding parties."

"In light of dangerous installation of floating barriers: call on all parties to resolve disputes peacefully and not by force or coercion," Sigmund said.

Earlier, European Union Ambassador Luc Véron said  Chinese Coast Guard's installation of floating barrier in Panatag Shoal is "deeply concerning" and "dangerous."
