Parliament approved Bangsamoro local government code

"BLGC is 'revolutionary legislation' redefines relationship between BARMM and 'political subdivisions' under it… has empowered LGUs ,local government units, as first responders, as service frontliners," member of parliament, lawyer Suharto Ambolodto, said Regional lawmakers approved Bangsamoro Local Governance Code, product of tedious three-year cross-section initiative also involved supportive intellectuals from outside of autonomous region.
BLGC was immediately signed into law by chief minister of Bangsamoro Autonomous Region in Muslim Mindanao, Ahod Ebrahim and lawyer Pangalian Balindong, speaker of BARMM's 80-member regional parliament.
Ebrahim, chairman of central committee of Moro Islamic Liberation Front, said BLGC shall empower LGUs in BARMM through decentralization of functions essential to enhancement of basic services for constituent- communities.
There are also provisions in BLGC addressing political dynasty and monopoly of candidacy for elective posts by powerful traditional clans, two serious issues besetting autonomous region condone employment of private armed groups by big Moro clans to maintain power.
Physician in BARMM parliament, Kadil Sinolinding, Jr., told reporters during session he willingly voted for approval of BLGC on third and final reading owing to its clear mention of obligations of regional government to provide comprehensive health services to Muslim, Christian and non-Moro indigenous tribes in BARMM.
"That is something so good…our regional government and LGUs in BARMM will surely work hard together to achieve that goal," Sinolinding, who started as "doctor to barrio" and had served as regional health secretary of now defunct Autonomous Region in Muslim Mindanao, said.
BARMM covering provinces of Maguindanao del Norte, Maguindanao del Sur, Lanao del Sur, Basilan, Sulu and Tawi-Tawi and cities of Marawi, Lamitan and Cotabato replaced 29-year ARMM in 2019 as result of 22 years of peace talks between Malacanang and MILF.
Maranaw lawyer and accountant Paisalin Tago, transportation and communications minister of BARMM, who is also member of parliament, was elated over approval of BLGC.
He is optimistic BLGC will boost local governance in his province, Lanao del Sur, now bouncing back from bad effects of armed conflicts in decades past.
"BGLC is law for regional application that was painstakingly crafted from inputs from resource persons, representatives from Moro nobility, from religious leaders and local executives and other sectors in autonomous region," Tago said.
