The Department of Transportation (DOTr) has firmly announced that April 30, 2024, will serve as the final deadline for the consolidation of individual public utility vehicle (PUV) operators into cooperatives or corporations. This decision comes as part of the broader PUV Modernization Program aimed at enhancing transportation standards and services across the country.
Transportation Secretary Jaime Bautista expressed confidence in the three-month window provided for the consolidation process, stating that this period should suffice for those genuinely committed to the initiative. This announcement marks the eighth and final extension, a clear indication of the department's intent to move forward without further delays.
The extension, approved by President Ferdinand "Bongbong" Marcos Jr., seeks to accommodate those who have shown a willingness to consolidate but missed previous deadlines. It reflects the administration's commitment to facilitating a smoother transition and providing ample opportunity for compliance.
Despite this concession, the DOTr, with a current nationwide consolidation rate of 76%, is set to proceed with the PUV Modernization Program. Secretary Bautista anticipates that the consolidation rate will climb to 85% following the extended deadline, bolstering his confidence in the success of the project.
The Land Transportation Franchising and Regulatory Board (LTFRB) has been actively engaging with stakeholders, addressing motions for reconsideration and ensuring that individual operators can continue their operations until the new deadline without facing apprehension.
However, the journey towards modernization has not been without its challenges. Data reveals that a significant number of routes, particularly in Bicol and Metro Manila, are yet to see consolidation. The LTFRB and local authorities are hopeful that the extension will encourage remaining operators to engage in the consolidation process.
The core objective of the PUV Modernization Program is to introduce more environmentally friendly and roadworthy vehicles, replacing the traditional jeepneys with models meeting at least Euro 4 emission standards. The consolidation initiative is a crucial step in this transformative journey, aiming to shift the responsibility of acquiring modernized units from individual operators to more structured transport entities.
As the deadline approaches, the nation watches with anticipation, hoping that this pivotal move will mark a new era in public transportation, characterized by enhanced efficiency, safety, and environmental consciousness.
