Philippines and U.S. to Enhance Space Technology Collaboration for West Philippine Sea Monitoring

The Philippines and the United States have announced plans to expand their collaboration in space technology to enhance maritime domain awareness in the West Philippine Sea (WPS). This initiative aims to monitor and document vessel activities in this strategically crucial area amid ongoing tensions with China.

First Bilateral Space Dialogue

The decision came following the first bilateral space dialogue held on May 2, 2024, in Washington, D.C., where both nations recognized the potential for increased cooperation. The dialogue included discussions on the application of space technologies for maritime surveillance, particularly through initiatives like the U.S. Department of Transportation-led SeaVision program.

Objectives of Space Technology Use

The joint statement issued by the delegations highlighted several key objectives for utilizing space technology:

  • Monitoring and Documentation: To keep track of vessels within the Philippines' territorial waters and its Exclusive Economic Zone.
  • Safety and Protection: To ensure the safety of mariners navigating these waters.
  • Environmental Conservation: To monitor and aid in the protection of the marine environment.
  • Combating Illegal Activities: To help combat illegal, unreported, and unregulated (IUU) fishing, enhancing enforcement of maritime laws.

Increasing Maritime Tensions

The collaboration comes at a time of increasing maritime tensions between the Philippines and China, with frequent sightings of Chinese vessels within the Philippine Exclusive Economic Zone. Just in the past week, from May 7 to 13, the Philippine Navy monitored 98 Chinese vessels, including five ships from the People's Liberation Army Navy, around areas such as Bajo de Masinloc, Ayungin Shoal, and several islands within the contested region.

Future Developments

As part of this enhanced cooperation, the Philippines and the U.S. are considering the establishment of a U.S. Geological Survey (USGS) Landsat ground station in Manila. This facility would significantly bolster the Philippines' capabilities in space-based environmental and maritime monitoring.

The next space dialogue, to be held in Manila, will further outline the steps forward for this collaborative effort, focusing on specific technologies and systems to be deployed.
