A source and a document from the Board of Investments (BOI) have confirmed that Guo Hua Ping, a Chinese passport holder, is registered as a dependent of Special Investor Resident Visa (SIRV) holder Lin Wenyi. This information sheds light on the claims made by Senator Sherwin Gatchalian regarding the identity of Bamban Mayor Alice Guo.
Speaking anonymously, the source revealed that records from the BOI show Guo Hua Ping as a dependent of Lin Wenyi, registered since 1999. "There is such a person who is a dependent of an SIRV holder. The name indicated is Guo Hua Ping," the source confirmed.
Mayor Alice Guo's lawyer, Atty. Nicole Jamilla, reiterated that the mayor denies any connection to Guo Hua Ping.
The BOI document details Lin Wenyi's SIRV application, which included her daughter Guo Hua Ping and two other children as dependents. The application, approved in 1999, included birth certificates, police clearance, health certificates, and proof of investment in Triumph Embroidery Center, Inc.
In 2003, their SIRV status was revalidated with updated documentation. However, in 2011, Lin Wenyi transitioned to a Special Retiree's Resident Visa (SRRV), canceling their SIRVs. The BOI clarified its role was limited to endorsing the SIRV application, with final approval handled by the Bureau of Immigration.
The controversy arose when Senator Gatchalian alleged that Guo Hua Ping and Mayor Alice Guo are the same person, citing records showing Guo Hua Ping entered the Philippines in 2003 at age 13. The mayor's camp maintains she is a Filipino citizen and denies any involvement with Guo Hua Ping.
This case is part of a broader Senate investigation into the raided Philippine Offshore Gaming Operators (POGO) hub in Bamban, where Mayor Guo's citizenship and background are under scrutiny.
