In a surprising twist, the National Bureau of Investigation (NBI) revealed on Wednesday that the records for Shiela Leal Guo, sister of suspended Bamban Mayor Alice Guo, also feature a photo of a different individual, similar to the issue found in the records of Mayor Guo.
During a Senate hearing, NBI Assistant Director Angelito Magno disclosed, "We also found another NBI clearance in our files under the name Shiela Guo y Leal, but the photo does not match the Shiela Guo claimed to be her sister."
Both Alice and Shiela, along with their brother Wesley, applied for NBI clearances in 2021. Additionally, Magno mentioned that a woman named Alice Leal Guo, who applied for an NBI clearance in 2005, was found to be non-existent at the declared address in Project 8, Quezon City. The same issue applies to the other Shiela Leal Guo, who declared the identical address at #83 Kalantiaw Street in Project 8, Quezon City.
Senator Risa Hontiveros, leading the investigation into illegal POGO operations in Bamban linked to Mayor Guo, suggested the possibility of a "clustered group identity theft" if Wesley's records exhibit similar discrepancies.
"It seems like this identity theft is not just an isolated case but possibly a clustered group identity theft," Senator Hontiveros remarked, with Magno agreeing.
"Yes, it appears to be a systematic scheme that can be used for stealing or assuming another person's identity," Magno confirmed.
The investigation continues as the NBI checks Wesley's records for similar irregularities.
