Ilocos Norte has declared a state of calamity following the severe impacts of the Southwest Monsoon (Habagat) intensified by Typhoon Carina. This declaration, outlined in Provincial Resolution 2024-07-330, allows the provincial government to rapidly access emergency funds and implement relief operations for the affected residents.
Impacts of Carina-Enhanced Habagat
The combined effects of Typhoon Carina and the Habagat have led to heavy rains, strong winds, and severe flooding, causing extensive damage to properties and agricultural crops. These weather disturbances have also disrupted the livelihoods of many in the province.
The Ilocos Norte government reported that over 140,000 residents have been affected, with damages amounting to P1.011 billion.
Broader Regional Impact
In addition to Ilocos Norte, several other areas have declared states of calamity due to flooding from Carina and Habagat. These include the National Capital Region, Manila, Malabon, Caloocan, and Cavite.
