A petition has been filed with the Pasig Regional Trial Court seeking a temporary restraining order (TRO) to halt the construction of a new Pasig City Hall. The petition was filed on August 19, naming Mayor Vico Sotto, Vice Mayor Robert Vincent Jude B. Jaworski, Jr., and several city councilors as respondents.
The complainant, Alejandro dela Vega Sanoy, argued that the P9.6 billion allocated for the new city hall could have been better spent on enhancing community-based healthcare services. He noted that in March 2024, various groups submitted a proposal for a "people-oriented primary healthcare" initiative to the mayor's office, but it was not acknowledged.
Sanoy's petition seeks to void Resolution No. 42-11, which authorized the Pasig City government to enter into a contract for the design, demolition, and construction of the new city hall. The resolution approved a budget of P9.644 billion, with a 720-day completion timeline for the project. Sanoy claims there was no ordinance or investment plan authorizing this budget allocation.
Additionally, the petition seeks to nullify Ordinance No. 13, Series of 2024, which provided a supplemental budget of P6.463 billion, and another ordinance related to the issuance of a Multi-Year Contract Authority.
Mayor Vico Sotto has not yet commented on the petition. However, he previously stated that the complaints against him are part of "dirty tactics" by political groups opposed to his reforms. He also faces separate graft complaints related to an alleged illegal discount granted to Converge and undistributed cash allowances, which he has yet to receive copies of.
