Makati Mayor Abby Binay has called for urgent legislative reforms to update outdated laws that hinder the efficiency and effectiveness of local government units (LGUs) in the Philippines. In a statement on Sunday, Binay stressed the need to amend the Local Government Code of 1991, noting that while it served its purpose when it was enacted, it no longer addresses the complexities of modern local governance.
"Our municipalities, cities, and barangays face new challenges, and we need laws that are responsive to the current realities of public service," Binay said.
The Makati mayor pointed out the growing disparities in how LGUs manage their budgets, explaining that many local units are constrained by old regulations that prevent them from using funds efficiently. She proposed revising the budget allocation system to make it more equitable and based on the actual needs of LGUs, especially for small municipalities compared to highly urbanized cities.
"Some LGUs are burdened with obsolete provisions that no longer align with the current economic landscape," she noted, adding that reforming these laws would ensure that local governments have the resources to serve their communities better.
Binay also called for updates to policies on public procurement, infrastructure development, and disaster response, emphasizing that local governments must be equipped to respond faster to crises and support their communities effectively.
"Our local governments are on the frontlines of public service, and it is imperative that we modernize our legal framework to support their initiatives," she concluded.
