The Department of Science and Technology (DOST), through its dedicated arm, the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD), along with the 16 DOST Regional Offices, have been at the forefront of driving technological revolution in the country. With the collaboration of institutions like Isabela State University, DOST is introducing embryo transfer technologies that will help our farmers produce stronger, healthier goats with higher yields. This will help farmers in Isabela or a smallholder family in other parts of Luzon, Visayas, and Mindanao.
The Philippine slaughter goat industry is beset by low productivity, stemming from farmers' weak capacity to implement changes, especially in smallholder farms, due to limited knowledge on improved management options and a lack of access to quality breeder bucks. But with the help of DOST, it has not only provided the funding and expertise needed for this, but it has also worked tirelessly to ensure the proper training of our agricultural scientists, veterinarians, and farmers.
By empowering local communities with these advanced skills, DOST is building a resilient agricultural sector that will thrive in the face of global challenges. These efforts are laying the groundwork for a smart and sustainable agricultural system that will benefit generations to come.
To harness this potential in the Philippines setting, the productivity and profitability of the existing goat production system needs to be improved substantially. With the help of Research and Development Institutes (RDIs), DOST Regional and Provincial Offices will expedite their efforts to introduce innovations in goat production to various goat-raising communities in the country.
Additionally, DOST also has programs that aim to boost employment opportunities, improve processing goat products, and study socioeconomic aspects of goat raising and marketing.
The Small Enterprise Technology Upgrading Program or SETUP program addresses pressing problems in the health and wellness sector, information and communications technology, and electronics industries of the micro, small, and medium enterprises (MSMEs) by providing financing and other S&T services. The program enables MSMEs to address their technical problems and improve productivity and efficiency through:
1. Infusion of appropriate technologies to improve products, services and/or operations
2. Human resource training, technical assistance and consultancy services
3.Design of functional packages and labels
4.Assistance in the attainment of product standards including testing
5. Database management system
6.Provision of assistance for technology acquisition
There are more DOST programs that are aligned to advancing STI in cities and communities. All these programs are geared towards spurring economic growth and future-proofing our economic gains of the Goat Industry in the Philippines.
These programs includes :
The Community Empowerment thru Science and Technology or CEST program which provides assistance to specific communities based on their assessed STI needs.
The program will help the formation of farmer groups and build capacity of the small-scale farmers through proper training, provide extension services to build capacity of the small-scale farmers for improved goat rearing and its management, and develop linkage of farmers among the good commercial input suppliers, government livestock department, research institute, universities, and NGOs.
The iSTART or the Innovation, Science and Technology for Accelerating Regional Technology-Based Development which assists Local Government Units (LGUs) in developing a technology based-development plan for agriculture-based, manufacturing and service sectors. And the OneLab program that facilitates the expansion of laboratory and vital S&T services and testing support that cater to the Goat industry needs, especially in regions and communities.
The DOST also has the Technology Business Incubator or TBI Program that involves an ecosystem where innovation is promoted and supported towards commercialization. It aims to help startup technology-based businesses by providing a range of resources, services and facilities needed during the development stage.
All these advantages make goat production and goat dairying popular, propelling farmers to venture into such business and giving encouragement for DOST to pour in investments to address the gaps in goat industry development.
