Like those who came before them, the newly appointed chiefs of PNP, Lt. Gen. Dionardo Carlos, and AFP, Lt. Gen. Andres Centino, have no other mandate except to exacerbate Duterte's oppressive war especially in Bikol. This reshuffle serves the even more nefarious attacks particularly against the civilian population to guarantee the favorable results of the rigged elections 2022 for the Duterte faction.

The former heads of AFP-PNP under Duterte have insurmountable criminal liabilities against the Bikolano masses. With the PNP, from Bato Dela Rosa to Guillermo Eleazar, the masses suffered from incessant attacks by way of Duterte's fascist directives including Oplan Kapanatagan, MO 32, Oplan Tokhang and the bloody war on drugs.

These caused the intensification of PNP-AFP operations, forces and brutality in Bikol. Under the heightened counterinsurgency campaign in the region, the witch-hunt, cases of state killings and massacres against Bikolano masses became all the more glaring in the form of nanlaban-patay or NPA-kaya-pinatay schemes of Simultaneous Anti-Criminality and Law Enforcement Operations, Operation Manhunt Charlie, Focused Military Operations and other joint AFP-PNP combat operations.

All of these shall be surely implemented by newly-appointed PNP Chief Carlos and AFP Chief of Staff Centino. Lt. Gen. Carlos is an expert of psychological warfare and disinformation campaign especially after his stint as PNP spokesperson under Bato Dela Rosa. He was also deployed in areas which the PNP categorized as strongly influenced by the revolutionary movement. In those assignments, he developed his skills in violating human rights and conducting brutal attacks against the civilian population. Centino's history is lifted from the same book. He served as Philippine Army Commander-in-chief and was also deployed in areas in the Southern part of the country where he and his unit, especially the 4th Infantry Division, gained notoriety for the multitude of cases of abuses and violence.

The change of command is part of Duterte's last fevered attempts to wield his dirty war against the people. The Bikolano masses must ready their ranks to fight what will definitely be a further worsening of AFP-PNP's fascist attacks in the region. The masses must persevere in defending their communities and in making Duterte and his military and police ilk pay for all their crimes.

The unwavering armed struggle of the Bikolano masses that has weathered all past officials and counterinsurgency campaigns should serve as a warning to PNP Chief Carlos and AFP Chief of Staff Centino. As did the Red army's raid against the combat police force of Camarines Norte, successful snipe and punitive operations in Camarines Sur and Albay, demolition and sapper operations against Retooled Community Support Program troops in Masbate, NPA-Bikol shall certainly heed the people's clamor for justice for all victims of AFP-PNP terroristic violence in Bikol.
