20K ROFs returned home amid eased quarantine restrictions — OWWA

"In the first ten or nine days, we transported and fed almost 20,000 people until they could return to their home regions…when I say transport, that is either through our OWWA-chartered buses in PITX for those from Luzon or OWWA chartered flights for those from Visayas or Mindanao", Overseas Workers Welfare Administration (OWWA) Administrator Hans Cacdac said during  Laging Handa briefing about 20,000 returning overseas Filipinos (ROFs) have gone back to their homes since  no-quarantine policy for fully vaccinated ROFs has been implemented amid  COVID-19 pandemic.

 Of  the said number, 5,524 ROFs arrived at the Ninoy Aquino International Airport (NAIA) , the Tourism Promotions Board said.

The no-quarantine policy for fully vaccinated ROFs, whether facility-based or home, became effective February 1,2022.

Facility-based quarantine is also no longer mandatory for fully vaccinated foreign travelers from visa-free countries starting Thursday, February 10.

For the unvaccinated and partially vaccinated ROFs, only about 1,582 of them are currently staying in 51 hotel quarantine facilities in the country, Cacdac noted.

"That is a drastic reduction from 7,000 two weeks ago," he said.

"At the height of Omicron and during travel delays due to Typhoon Odette, ROFs in quarantine facilities reached nearly 14,000… was about a month ago, from December to January," he added.

Cacdac then pointed out that only about 10% of  ROFs are quarantined in hotels, depending on the number of arrivals per day.

Should the government decide to bring back mandatory quarantine for ROFs, Cacdac said they are "ready," but hopes that this will not happen again.

"We are on guard…we will always be ready…we stand ready in the event na ibalik 'yung mandatory quarantine," he said.

"Sana hindi na ibalik. We join 'yung panawagan ni Sec. Bello and Sec. Berna kanina na as much as possible, bigyan ng maraming panahon ang mga OFWs with their families at doon na lang sa kanilang LGUs magsagawa ng home quarantine or self monitoring, hopefully, it will not return…we join the call of Sec. Bello and Sec. Berna earlier that as much as possible, give  OFWs more time with their families and only have them conduct their home quarantine or self monitoring in their own areas." he added.

Since  onset of  COVID-19 pandemic in 2020, a total of 923,652 OFWs have been repatriated, Cacdac also concluded. 

Philippines reported 3,050 new COVID-19 infections, the lowest so far this year, data from the Department of Health showed.

According to the DOH, the new cases brought  country's total case count to 3,637,280, as two laboratories failed to submit data on time.

Active cases in the country further decreased to 81,394, of which 4,546 are asymptomatic, 71,994 are mild, 1,460 are severe, and 326 are in critical condition.

Of the cases reported today,  DOH said 3,010 or 99% occurred within  recent 14 days - January 31 to February 13.

The top regions with cases in the recent two weeks were the National Capital Region with 556 or 18%, Region 6 with 367 or 12%, and Region 4-A with 311 or 10%.

The DOH also reported zero deaths due to technical issues in extracting data from COVIDKaya. The death toll remained at 54,930.

"This has been coordinated with  DICT and rest assured that they are currently addressing this issue," the DOH said.

Meanwhile, the country's positivity rate was at 11.7%. The total conducted COVID-19 tests were 31,403.

Total recoveries increased to 3,500,956 after 5,811 more patients recovered from the illness.

The DOH noted that 138 duplicates were removed from the total case count.

The latest data from DOH also showed that 34% of the country's intensive care unit beds are utilized, while 18% of the mechanical ventilators are also in use.

In Metro Manila, 30% of the ICU beds are utilized, while 18% of the ventilators are in use.
