Over 900 top brass cops resigned – PNP

"We are waiting for them to officially transmit their courtesy resignations to the national headquarters," Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr., will wait until end of month for other police officials to submit their courtesy resignations.
Up to 926 ranking police officials have submitted their courtesy resignations, PNP spokesperson Col. Jean Fajardo said in text message, the number represents about 97 percent of 953 generals and colonels in their organization.
It means that 27 senior police officials have yet to heed appeal of Interior and Local Government Secretary Benhur Abalos for them to tender their courtesy resignations and submit themselves to an evaluation and assessment by five-man committee.
Fajardo said majority of ranking police officials who have yet to submit their resignation letters are assigned in Visayas and Mindanao.
Abalos earlier called for mass courtesy resignations of all third level officers in PNP in an attempt to weed out scalawags who are involved in illegal drug trade.
Fajardo said they are waiting for official announcement of names of people who will be part of five-man panel that will look into their records.
"We are also waiting on how they are going to do processing and assessment of those who submitted their courtesy resignations." she said.
So far, only Baguio City Mayor Benjamin Magalong, a retired police general, was announced as among personalities who will form part of committee.
According to Fajardo, it is possible investigating panel will also look into their statements of assets, liabilities and net worth or SALNs as part of lifestyle check.
"SALN is one of the things we look at and compare to how you live your life," she said.
Meanwhile, National Capital Region Police Office (NCRPO) said 31 policemen will undergo screening in connection with ongoing effort of PNP to cleanse its ranks of lawmen involved in illegal drug trade.
"This is where case proceeds if offender is truly guilty…but when it is not, this will be dismissed," NCRPO spokesman Col. Dexter Versola told media noting level investigation of erring personnel needs more corroborative information.
Earlier, 12 out of the 43 policemen summoned by NCRPO for initial screening have contested their inclusion in drug watch list compiled by NCRPO counterintelligence unit.
Versola said policemen were called by NCRPO acting regional director MGen. Jonnel Estomo in the NCRPO Headquarters in Camp Bagong Diwa for a chance to clear their names.
He stressed those who contested allegations could settle the case with adjudication board to ensure impartial review of the case.
The NCRPO's adjudication board is composed of officers from counterintelligence, Office of the Deputy Regional Director for Administration and PNP's Integrity Monitoring and Enforcement Group.
Versola has no idea which officers retired, resigned or reassigned in connection with ongoing probe.
The 31 officers have undergone random drug tests and yielded negative results.
"Submitting ourselves to drug test is an indication that we are not doing anything illegal that is detrimental to our service," said Versola.
Versola said initial watch list includes 42 personnel from Northern Police District (NPD), Eastern Police District (EPD), Manila Police District (MPD), Southern Police District (SPD), Quezon City Police District (QCPD), Regional Mobile Force Battalion (RMFB), Regional Headquarters (RHS), and NCRPO's Criminal Investigation and Detection Group (CIDG).
Initial probe showed at least 12 MPD policemen were allegedly implicated in illegal drug trade, eight each from NPD and SPD, four each from RHQ, EPD and QCPD, two each from RMFB, and one from CIDG-NCR.
Total of 18 were tagged as protectors of illegal drug syndicates, 11 were charged with extortion in relation to illegal drugs, five were included in drug recycling, three were substance abusers, three were tagged as illegal drug proliferators, and four were tagged as drug sellers, in possession of illegal substance, distributor and drug proliferators.
Versola said list is based on "raw information" whose veracity, accuracy and reliability have yet to be verified.
The results will be forwarded for review to five-man PNP committee before final evaluation by National Police Commission.
Metro Manila police force is composed of 24,000 officers.
