"Dapat nga, sabi ko nga, walang mga…patrolman o tinyenteng ma-assign diyan…dapat i-expose muna field, 'yung mahihirap na assignment, hindi 'yung kagaya ng pag-graduate sa academy diretso agad sa PDEG…ang exposure nila mali," former PNP chief Senator Ronald "Bato" dela Rosa said patrolmen and lieutenants should not be immediately allowed by Philippine National Police (PNP) to be assigned into its drug enforcement group.
Lawmaker said PNP has to adjust its administrative policies, including their vetting system, on who should be assigned in PNP Drug Enforcement Group (PDEG), following controversy into alleged cover-up in P6.7 billion shabu bust in Manila last year.
"Doon kaagad sa mga kalokohang trabaho ang mapupuntahan nila kapag ang mapuntahan ng mga senior doon ay may pagka-ninja na," he stressed, admitting several personnel from PDEA are involved in drug syndicate.
Term "ninja cops" refers to police officers who are themselves in illegal drug trade, usually by supposedly "recycling" confiscated drugs to sell back on street.
Last Tuesday, former PDEG director Police Brigadier General Narciso Domingo admitted lapses in October 2022 bust that led to confiscation of 990 kilograms of shabu.
Acting chief of Philippine National Police Drug Enforcement Group (PDEG) is coordinating with Anti-Money Laundering Council (AMLC) into whether they could examine bank accounts of police officers allegedly involved in controversial P6.7-billion drug bust last October.
"Kino-coordinate po natin sa AMLC para makita rin natin kung kailangan ang bank accounts niyang masilip natin,..part of transparency efforts dito sa PDEG...baka mamaya meron silang unexplained assets, then let's see," said PDEG Acting Director Police Brigadier General Faro Antonio Olaguera.
Olaguera likewise expressed willingness to sign bank secrecy waiver, according to report.
"As acting director of PDEG and as lawyer myself, I'm very much willing to sign waiver sa mga bank accounts ko for purposes of transparency," he said.
Most officials and personnel were from PDEG, with highest ranking official cited as ex-PDEG chief Police Brigadier General Narciso Domingo. He was removed from his post last month.
Olaguera, meanwhile, said newly minted PNP Chief General Benjamin Acorda instructed them to study possibility of abolishing 17 PDEG special operating units (SOU) due to reported involvement of SOU Metro Manila and CALABARZON in drug raid.
"They will be consolidated here sa HQ...kung dito na sila once consolidated na sila and everything is COPLAN-based, madali silang i-monitor natin," Olaguera concluded.
