Remulla halt PDL entrée in NBP

"We're imposing moratorium on entry of new prisoners in New Bilibid Prison…we'll find way to bring them to other facilities," Department of Justice Secretary Jesus Crispin Remulla said DOJ will be suspending entry of new inmates at New Bilibid Prison in Muntinlupa City due to recent outbreaks of violence at the facility.
In press briefing Remulla said country's main penitentiary complex will be closed to new prisoners to decongest facility, grappled with chronic overcrowding for years, as well as to protect persons deprived of liberty (PDLs) from warring factions inside jail.
"We will stop increasing population in NBP… will decrease, will no longer increase," Remulla said.
Remulla stressed inmates can be brought to other penitentiary facilities such as Sablayan Prison and Penal Farm, San Ramon Prison and Penal Farm, Davao Prison and Penal Farm, and Iwahig Prison and Penal Farm.
Remulla will be writing letter to Bureau of Corrections (BuCor) chief Director General Gregorio Catapang Jr. about moratorium, which is set to take effect immediately.
Remulla hit "enculturation" taking place inside New Bilibid Prison, recently been placed under red alert status following commotion inside compound. At least one PDL died and nine were injured after an inmate opened fire.
Bureau of Corrections lifted red alert status on NBP but visitation rights will remain suspended until further notice.
"Our point of view here is simple…let's not enculturate people that can avoid it…let's spare them from travails of having to go through institution like New Bilibid Prison," Remulla added.
Remulla also mentioned long history of scuffles and violence inside NBP.
Besides eruption of violence Remulla floated possibility of several mass graves within NBP following discovery of deceased inmate's body inside septic tank within national penitentiary.
During briefing, Remulla refused to disclose more details about decapitated body found inside septic tank, saying public should instead be spared from its "sordid details" given graphic nature of incident.
