P170.6 B NAIA rehab approved

"Goal of project is to address long-standing issues at NAIA such as inadequate capacity of passenger terminal buildings and restricted aircraft movement…also aims to increase air traffic movement from 40 to 48 per hour," National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said NEDA Board to address issues in country's main gateway, approved P170.6-billion Ninoy Aquino International Airport (NAIA) rehabilitation project.
During press briefing at MalacaƱang, Balisacan said "solicited proposal to rehabilitate, operate, expand and transfer NAIA" project would be undertaken through public-private partnership (PPP) scheme.
Project , under Department of Transportation and Manila International Airport Authority (MIAC), will cost P170.6 billion.
Balisacan said project, targeted to commence in 2024, aims to increase annual airport capacity from 35 million to at least 62 million passengers, enhance air traffic movement and improve overall passenger experience and service quality.
NAIA PPP project has concession period of 15 years and additional 10-year extension, depending on performance of winning bidder.
This includes improvement of all passenger terminals at NAIA and all its facilities, including those previously identified as causes of inconvenience, Balisacan said.
As government has decided to go with solicited mode of NAIA rehbilitaion, Balisacan is hoping those who initially opted to submit unsolicited proposal to government will also participate in solicited bidding.
In April, Manila International Airport Consortium composed of conglomerates Aboitiz InfraCapital Inc., AC Infrastructure Holdings Corp., Asia's Emerging Dragon Corp., Alliance Global-Infracorp Development Inc., Filinvest Development Corp. and JG Summit Infrastructure Holdings Corp., and infrastructure investor Global Infrastructure Partners proposed to rehabilitate NAIA with project cost of P267 billion under 25-year concession period.
"Project is expected to improve overall passenger experience and service quality to prevent long queues, lengthy waiting time and other passenger inconveniences," Balisacan said, adding awarding of contract to winning bidder will be done within the year.
On May 1, over 40 flights at NAIA Terminal 3 were canceled and delayed after terminal experienced power outage for several hours.
Air traffic system failure also disrupted operations at NAIA on Jan. 1,2023, affecting over 56,000 passengers and more than 300 inbound and outbound flights.
Power interruption also occurred at airport in September last year, causing long lines at immigration counters.
Balisacan said NEDA Board, chaired by President Ferdinand Marcos Jr., also approved Samar Pacific Coastal Road II Project, with budget of P7.48 billion.
During inauguration of new Light Rail Transit Line 1 4th generation light rail vehicles in Pasay City, FMJ joked about status of country's airports.
As FMJ was talking about features of light rail vehicles, he was interrupted by sound of an airplane from airport nearby.
"That's good sign Transportation Secretary Jimmy Bautista... airport is running more efficiently than it was before," FMJ said, drawing laughter and applause from the crowd.
Balisacan said board also approved upgrade, expansion, operation and maintenance of Laguindingan International Airport Project in Misamis Oriental.
With an estimated cost of P12.75 billion, project focuses on integrating sustainable and digitally advanced features into design and operation of Laguindingan International Airport.
NEDA also approved changes in scope, cost, design and,or loan validity of four ongoing infrastructure projects.
These included Integrated Disaster Risk Reduction and Climate Change Adaptation or IDRR-CCA Measures in Low-Lying Areas of Pampanga Bay Project, Jalaur River Multipurpose Project Stage II project, Malitubog-Maridagao Irrigation Project Stage II or MMIP II and Cebu Bus Rapid Transit Project.
Balisacan announced proposed adoption of national policy on infrastructure sector master plans, aims to harmonize and rationalize formulation of master plans for infrastructure sector.
Policy will ensure coordination, synergy and responsiveness of sector to emerging issues, he said.
Executive order will be issued to strengthen implementation of this policy nationwide, Balisacan said.
Following approval of solicited PPP project, MIAC said it is one with government aim to revitalize and deliver better NAIA for the country.
"Regardless of route, we firmly believe NAIA's modernization requires long-term and comprehensive solution delivered by credible and capable party at the quickest possible time… criteria regardless of approach would best benefit NAIA and Filipino people," MIAC said in statement.
