In a decisive move to enhance the quality of education, the Department of Education (DepEd), led by Vice President and Education Secretary Sara Duterte, has issued an order to relieve public school teachers of non-teaching administrative duties. DepEd Order 2, effective immediately, marks a significant stride towards creating an environment conducive to effective teaching and learning, placing the focus squarely on instructional excellence.
This groundbreaking directive emerged from thorough consultations with field personnel, reflecting a collective commitment to "bring our teachers back to the classrooms," as emphasized by Secretary Duterte during the presentation of the Second Basic Education Report. The Philippine Business for Education (PBEd) lauded this initiative, recognizing it as a crucial step towards addressing the nation's learning crisis and enabling teachers to concentrate on their core mandate: facilitating learning.
However, the transition to this new system raises concerns among educators like Raymond Bongalos, a teacher at Manggahan Elementary School in Pasig City. Bongalos, who juggles teaching responsibilities with roles in disaster management and custody, voiced apprehensions about the practical implementation of this order, highlighting the current lack of personnel designated to assume the administrative tasks.
Echoing this sentiment, Ariel Martinez, a school librarian, suggested the appointment of specialized administrative personnel in schools to ensure a smooth transition and uphold operational efficiency. Teacher groups have further advocated for the recruitment of adequate staff to fill the administrative vacancies across the extensive network of 47,900 schools.
Amid these operational considerations, the Alliance of Concerned Teachers (ACT) has urged the DepEd to also prioritize the pressing needs of educators, including salary enhancements and improved benefits, to fully support the teaching community.
In alignment with this transformative agenda, the Department of Budget and Management (DBM) sanctioned the creation of 5,000 non-teaching positions in August 2023. This initiative is set to bolster the DepEd's manpower, with the allocation of 3,500 Administrative Officer (AO) II positions to offload administrative burdens from teachers, and 1,500 Project Development Officer (PDO) I positions to facilitate the execution of various school initiatives.
As DepEd Order 2 takes effect, it paves the way for a reinvigorated educational landscape where teachers can dedicate their expertise and passion to nurturing the minds of learners, fortified by robust administrative support and an unwavering commitment to educational excellence.
