Competing under rainy conditions at the Stade de France in Paris, Mangliwan clocked a time of 1:05.79, finishing fourth in his heat and seventh overall in the preliminary rounds. Only the top three finishers from each of the two heats, along with the two next fastest times, qualified for the finals. Mangliwan's performance was enough to advance him to the next round.
