Leyte Representative Richard Gomez expressed his frustration on social media regarding the dedicated bus lane on EDSA, questioning why it couldn't be opened to other vehicles during heavy traffic. In a Facebook post, Gomez shared his experience of being stuck in traffic for over two hours on Metro Manila's main thoroughfare, suggesting that allowing other vehicles to use the bus lane could help alleviate congestion.
"Only a few buses use the bus lane. Why not open the lane during heavy traffic to ease traffic congestion?" Gomez asked, pointing out that the lane remains underutilized even during peak traffic times.
MMDA's Stance on EDSA Bus Lane Use
When approached for a comment, the Metro Manila Development Authority (MMDA) stated that the Department of Transportation (DOTr) is responsible for managing the EDSA bus lane. Enforcement of the lane's use is conducted by the DOTr's Special Action and Intelligence Committee for Transportation (SAICT).
The MMDA has consistently enforced the bus lane policy, allowing only specific vehicles—such as on-duty ambulances, fire trucks, Philippine National Police vehicles, and top government officials (including the President, Senate President, Speaker of the House, and Chief Justice)—to use the bus lane. Violators face increased fines and penalties, which range from P5,000 for a first offense to P30,000 and possible revocation of a driver's license for repeat offenses.
Despite the strict enforcement, the MMDA noted that illegal use of the bus lane has decreased significantly, with less than 20 apprehensions reported in March.
