Justice Secretary Jesus Crispin Remulla delivered a stern warning to Bureau of Immigration (BI) personnel on Tuesday, urging those involved in the escape of dismissed Bamban Mayor Alice Guo to come forward and reveal the truth or face severe consequences.
Remulla ordered the National Bureau of Investigation (NBI) and the BI to investigate how Guo, who is also known as Chinese citizen Guo Hua Ping, managed to leave the country despite an Immigration Lookout Bulletin (ILBO) issued against her. Guo reportedly left the Philippines on July 18 for Kuala Lumpur, Malaysia, and is currently in Indonesia, according to BI spokesperson Dana Sandoval.
"As civil servants, we have sworn to the country our unwavering integrity, transparency, and accountability in all our actions and decisions," Remulla said. "I am issuing this final warning against erring BI personnel... either you come out and unveil the truth, or wait until I personally get to the bottom of this where heads will roll and all hell will break loose."
Despite the ILBO, which alerts authorities if the subject attempts to leave the country, Guo was able to slip out of the Philippines. BI Commissioner Norman Tansingco, citing intelligence information, confirmed that Guo exited the country without passing through official immigration channels.
Remulla also indicated that the Department of Justice (DOJ) would investigate the potential involvement of Guo's legal team in her departure, reminding them of their broader responsibility to uphold the law and safeguard public interest.
Atty. Stephen David, Guo's legal counsel, claimed that Guo assured him she was still in the Philippines, though he admitted he could not confirm her current location.
Guo is under scrutiny for her alleged links to an illegal Philippine Offshore Gaming Operator (POGO) hub in Bamban, Tarlac, and her true identity as a Filipino citizen is being questioned. She is also subject to a Senate arrest order due to her repeated failure to attend Senate inquiries.
